'El Chapo' Guzman is Mexico's most wanted man and the United States' 'Public Enemy Number One.' Yet the Sinaloa Cartel leader is not without his Achilles heel, or, more accurately, heels. A new report prepared for the Mexican Government's Security Council has revealed El Chapo's four greatest weaknesses: women, a love of luxury, mistreating his operatives and health problems. The report reveals that the Mexican government has been targeting these weaknesses in the hopes of capturing the fugitive gang leader.

El Chapo Guzman has been a fugitive from the Mexican government for 13 years. The document published in Mexico's Reforma newspaper, reveals that authorities have created a database of 22 family members, 21 business associates and 27 members of his security forces who have been kept under tight surveillance. Not withstanding, el Chapo has managed to evade capture by remaining in the 'Golden Triangle,' the area that makes up the northern Mexican states of Sinaloa, Durango and Chihuahua.

1. Luxury: The new analysis indicates that one of 'El Chapo's' greatest weaknesses is his penchant for luxury and comfort: despite often fleeing to some of the most remote parts of the country, the cartel boss often sets up luxurious establishments complete with satellite telephones, audio-visual equipment and luxury items. This has allowed Mexican authorities to track the kingpin on occasion by tapping his communications and tracking his movements via the large scale purchases ha has made.

2. Women: 'El Chapo's' greatest weaknesses are the women that surround him. Emma Coronel Aispuro, his current wife: Alejandrina Guzmán Salazar, the daughter he had with former lover María Alejandrina Salazar Hernández, and Frida Muñoz Román, the widow of El Chapo's son Édgar Guzmán López, have all been under close surveillance by undercover operatives. In March and April 2012, the three women travelled seperately to Cancun, Quintana Roo under close government observation.

3. A Bad Boss. The third flaw detected in El Chapo's operations is his treatment of his operatives. The report indicates that despite El Chapo's 'Robin Hood' reputation, those employed by the Sinaloa Cartel are often treated very poorly. When Ignacio 'Nacho' Coronel was killed in 2010, the government decided to target 10 operatives who worked inside El Chapo's inner circles. Since then, 3 have been killed, 6 have been arrested and only one, Alejandro Flores, is still on the run.

4. Bad Health: El Chapo also suffers from diabetes and cardiovascular problems, meaning that his own health might be his downfall.
