President Enrique Peña Nieto presented the National Human Rights Program, published on 30 April, which he says will guarantee the health and safety of all Mexicans. The chairman of the National Commission of Human Rights, Raúl Plascencia Villanueva, said the National Human Rights Programme 2014-2018 is a key element in the construction and consolidation of the democratic rule of law. The presentation of this program is an example of strengthening human rights policies, but there is still a long way to go, he said.

President Enrique Peña Nieto formally introduced this program in the courtyard of the National Palace, where Villanueva said that they have made progress, but that there is still "some way to go." He recognized the federal government and accepted all the recommendations that were issued in 2013, the likes of which have not been seen for a decade. He also reported that so far this year complaints against members of the Armed Forces have been reduced by 50 per cent.

President Peña Nieto enlisted three main actions that the federal government will comply with in this program. 1. To expand and strengthen the process of training public servants under the new constitutional provisions. 2. Each ministry should strengthen its internal evaluation mechanisms to ensure the alignment of their programs and activities with the National Human Rights Program. 3. Each secretary shall adopt regulations and administrative provisions to prevent human rights violations in the area of ​​competence.
