In a press briefing Wednesday, Director of National Intelligence Tulsi Gabbard referenced newly declassified documents she said indicate former Secretary of State Hillary Clinton used "heavy tranquilizers" daily and had documented "psycho-emotional problems."

Gabbard has alleged that former President Barack Obama led his administration in a "treasonous conspiracy" to undermine the election of President Donald Trump in 2016. Appearing at the White House press briefing, Gabbard discussed key revelations of a declassified report House Republicans produced in September 2020.

Gabbard claimed the report includes, "High level DNC emails that detail evidence of Hillary's quote psycho-emotional problems — uncontrolled fits of anger, aggression and cheerfulness. And that then-Secretary Clinton was allegedly on a daily regimen of heavy tranquilizers."

Gabbard did not elaborate on how the allegations against Clinton related to a conspiracy to fabricate claims of Russian election interference. During follow-up questioning Gabbard directed all questions regarding specific evidence to support criminal charges to the Department of Justice.

Documentation Gabbard claimed supported the allegations of treason were first released on Friday. Obama responded to the Trump administration in a statement on Tuesday.

"These bizarre allegations are ridiculous and a weak attempt at distraction," the statement from Obama's office read. "Nothing in the document issued last week undercuts the widely accepted conclusion that Russia worked to influence the 2016 presidential election but did not successfully manipulate any votes."

Even if evidence of criminality were to be presented, a 5-year federal statute of limitations on conspiracy would likely restrict prosecution, in addition to a 2024 Supreme Court ruling that presidents are immune from "official acts" made in office.

Critics have accused the Trump administration of reviving claims against Obama to distract from public demands for files related to the late convicted sex offender, Jeffrey Epstein and speculation regarding his association with the president.
