
One in four detained migrants have been placed in solitary confinement for weeks, according to a new report.
The study, released by Harvard University researchers and Physicians for Human Rights and reported by Axios, notes that centers across the country are reporting that more people are being placed in solitary confinement.
The report adds that solitary confinement placements are dragging on for 15 days or more, something the United Nations claims amounts to psychological torture.
Overall, some 14,000 people were placed in solitary confinement between April 2024 and August 2025. The report relies on ICE data collection and didn't show how long the placements were for detainees, but only for those labeled as "vulnerable."
The outlet noted that ICE directives only suggest using solitary confinement on vulnerable people as a last resort.
Researchers added that ICE data is usually undercounted, and the real figure could be much higher. "We are torturing people simply because they want a better life in the U.S.," Sam Zarifi, executive director of Physicians for Human rights, told the outlet.
