
A Logan County man was arrested while allegedly in the process of setting up a "wedding ceremony" for a woman he was stalking—directly outside a West Virginia State Police (WVSP) department.
Troopers began investigating Milton Belcher on May 21 following a stalking complaint, WOWK reported. Belcher was found to be impersonating a police officer and violating a Personal Protective Order filed by the victim. He was taken into custody at that time.
Authorities say Belcher, 44, continued to act in a threatening manner even after his initial arrest, leading the victim to fear for her safety and the safety of her children.
Just six days later, on May 27, troopers discovered Belcher outside their own Logan County detachment—allegedly decorating the area for what he described as a "wedding ceremony" between himself and the stalking victim.
Belcher was arrested again, this time for stalking and driving under the influence (DUI). State Police say the investigation is ongoing.
