A 16-year-old Singapore resident has confessed to using his cell phone to record upskirt videos of girls in school uniforms at public places such as bus stops and MRT stations.

The teen, who will not be named as he is a minor, pleaded guilty on Tuesday, Aug 3, to three charges of voyeurism.

Three additional charges, including one of insulting the modesty of a victim by asking her to expose herself, will be considered during his sentence hearing that is scheduled for a later date.

During Tuesday’s trial, prosecutors told the court that the boy was attracted to thin girls in school uniforms.

Whenever the teen spotted such a girl, he would pull out the cellphone from his pocket and record an upskirt video, court documents stated.

He stored the videos on his cell phone and some of them were saved in folders that were password-protected, the court heard.

Police had seized two of the teen’s cell phones on Jan 10 last year after a 12-year-old girl’s mother filed a complaint accusing the teen of groping her daughter’s buttocks.

However, the teen continued to shoot more upskirt videos using two other cell phones that he had.

On Sept. 1, the teen was reported again when a 13-year-girl in an elevator spotted him holding his cell phone underneath her skirt.

The girl who felt uncomfortable due to the pervert’s act quickly fled the scene. She approached the police the next day and filed a complaint against the teen.

Based on the complaint, police initiated an investigation and on April 14 this year, the teen's two other cell phones were also seized.

In total, investigators discovered 58 upskirt videos in three of his cell phones, court documents stated. Most of the victims captured in these consentless obscene videos were wearing school uniforms.

A psychiatrist from the Institute of Mental Health, who assessed the teen, said the boy gets "sexual arousal from obtaining upskirt videos of unsuspecting, non-consenting persons".

The psychiatrist, however, found that the teen did not have any mental illness and that his behavior did not "fulfill the criteria for a voyeuristic disorder".

District Judge Kessler Soh on Tuesday called for a report assessing the boy's suitability for probation.

He will be back in court for a sentencing hearing on Sept 9.
