The man behind the killing of a five-year-old girl is on the loose and is reportedly roaming unsupervised. He was identified as Tim Kosowicz who was arrested in 2003 for the murder of Chloe Hoson in Lansvale Caravan Park, Sydney.

According to reports, Kosowicz strangled the five-year-old girl after she ran over to the caravan of Korowicz’s caravan to play with his cat. It appears Chloe knocked over the man’s bowl of cannabis that drew the rage of the man who was 22-years-old at the time. Korowicz admitted to strangling the girl although Chloe did not die immediately. The man covered the body of the girl with a plastic bag and then molested her. Kosowicz would dump the body in a nearby creek afterward.

"She spilt my pot on the ground and then I lost the plot," Kosowicz said. "Then I blacked out and next thing I was strangling her in my bedroom."

But the outrage came when Korowicz was not found guilty of murder due to mental illness. Chloe’s father was livid at the decision and called on the New South Wales Supreme Court to change the system.

“Change the system for starters. Regardless of whether you're sane, insane, whatever, you do the time,” Michael Hoson stated.

Now, things may have just gone from bad to worse with reports that Korowicz is living unsupervised and living near several schools. No less than the family of the murdered child are shocked to find out about it, 7 News reported.

"We should know who is living here, if there is any [person like this] here we need to know it," a mother of three daughters said.

The state government has responded to the concerns of citizens and said that Korowicz, now 40, could be shipped to a different and secure location so that his movements can be closely monitored.
