A self-proclaimed "Satanist" and convicted murderer decapitated and mutilated his cellmate and escaped notice from prison guards. Jaime Osuna, 31, murdered, beheaded, and dismembered his cellmate, Luis Romero, 44, using a makeshift blade on March 9, 2019.

Well after the brutal killing, the guards at Corcoran State Prison reported that both men were alive after their rounds.

The grisly murder of Romero and the following neglect of guards to report the incident have prompted requests for an inquiry into why he was put in the same cell with Osuna, who has had a history of assaulting his fellow inmates.

The California Department of Corrections and Rehabilitation is also being slammed in one of the court findings for conducting a sloppy probe and prolonging disciplinary measures against the guards.

The documents did not explain why the guards failed to notice the gruesome scene. According to Romero's family's lawsuit, the cell bars were covered by a white sheet, implying that the guards neglected to conduct a comprehensive search of the cell.

The Department of Corrections contested the studies' conclusions, claiming that it had performed a meticulous and extensive investigation from the outset.

However, Justin Sterling, attorney for Romero's family, said the reports reveal the department's "veil of secrecy" that hides police misbehavior. Sterling raised that it was distressing that the family had to sue the system just to get answers on Romero's death.

Romero, who had served 27 years in jail, was placed in the same cell as Osuna after coming from Mule Creek State Prison. Romero was charged with second-degree murder after gunning down a woman in Compton as a teenager and associating with street gangs. He was getting close to becoming eligible for parole.

Osuna, whose face filled with tattoos and a propensity for Charles Manson-like demonic activities, received life imprisonment for the 2011 murder and torture of Yvette Pena, 37, at a Bakersfield motel. In his 2017 trial, Osuna insulted the victim's family and gloated to television news reporters about his love of torturing people.

According to investigators, Osuna brutally murdered Romero in the early morning of March 9, 2019.

Osuna mutilated Romero, "cutting his eyes, chopped off one of his fingers, removing part of his ribs, and slicing off part of his lung with a razor-style blade affixed to a handle." Osuna ended up chopping off Romero's head. He also sliced Romero’s face open on each side of his lips to simulate an extended smile.

Osuna was discovered wearing a necklace comprised of Romero's body pieces by the guards.

Before Romero, Osuna had never shared a cell until the former showed up two days ago.

Osuna was also reported to have assaulted other detainees. Prior to Romero's murder, Osuna broke into a prisoner's cell and attacked the man in the face. About 67 stitches were needed to treat the injuries.

The victim refused to be photographed by authorities because he was frightened Osuna would get a copy and add to his collection of "trophies" from his victims.

Osuna has been sent to the mental inpatient program at Salinas Valley State Prison, where he's been diagnosed with schizophrenia, borderline personality disorder, and antisocial personality disorder.

Osuna is found unfit to stand trial in the death of Romero.
