Russian President Vladimir Putin's health is back in focus.

A new footage emerged Sunday of the Russian leader seemingly unable to use his right arm, reported Daily Mail. This was noticed at the same event where he signed a new military doctrine that accuses America of being Moscow's greatest threat.

The video captured the moment when the 69-year-old was given a tour of a military museum. It was a part of a weekend of festivities marking Russia's Navy Day, which is celebrated on the last Sunday of every July. In the clip, the Kremlin chief was seen speaking with Ksenia, who is the daughter of defense minister Sergei Shoigu.

It was then that some mosquitoes started buzzing around the right side of his face. Putin raised his left arm to swat the mosquitoes away while his right arm hung limply by his side. He continued to itch and swat all around his head with one arm. Then he walked alongside Ksenia with a slight limp as she continued her tour.

This is the latest video which appears to show him walking with a limp, uncoordinated movement and struggling with strange ticks like odd foot and leg contortions. According to Mirror, reports have suggested that he has a permanent team of doctors close to him when he travels around Russia or outside the country.

Express reported that the health concern did not stop Putin from issuing a further threat. He announced that the Russian Navy would receive hypersonic Zircon cruise missiles within the next few months. He was vague about where the weapons would be based. He claimed that they would go where his country's interests dictate.

Putin said that the key thing is the "capability of the Russian Navy," and that it is "able to respond with lightning speed to all who decides to infringe on our sovereignty and freedom." The new doctrine that he signed casts the North Atlantic Treaty Organization's (NATO) expansion toward Russia as an existential threat to Moscow. The idea of Ukraine joining NATO was among the Russian leader's justifications for attacking Ukraine in February.

Meanwhile, Telegram channel revealed that Putin and his friends are reportedly preparing to flee Russia should his army be defeated in Ukraine.
